What Planting Is Best To Cover A Large Expanse Of Concrete

I have removed a shed as part of planning permission(Approximately 40m2). As it is adjacent to a protected oak tree I am not permitted to remove the concrete slab base. Consequently I am left with an ugly concrete base. Rather than cover with gravel I was wondering if it was possible to drill drainage holes, cover with several inches of soil and plant in order to establish a living cover? For example like a living roof or shade loving grasses? A further complication is the shade due to the canopy of the oak tree (see photograph) Any advice would be welcome. Thank you, John
