Gardening Know How Questions & Answers - https://questions.gardeningknowhow.comHave had this plant for 3 years, without any buds or flowers. I bought it from a Private house where its double was in the ground. I was assured it was the same plant. The original plant had yellow flowers, none on mine! In the photos there is a Peony on the right creeping in, its not part of the plant in question Thank you

It appears to be a Peony. The leaf shape is correct. It would be impossible to tell what color the flower will be, though.
The move and transplant will be very hard on the plant. Keep the best care for it, and it will flower. Unfortunately, it will be hard to say when the plant will be established enough to do so.
Here is an article that will help you to care for it:

It could be in the mugwort (Artemesia) family. They are aromatic herbs that can be invasive. They need sun to part shade, minimum water, and are drought tolerant.
