What pesticide to use?

I have an old lagerstroemia shrub that has a black dusty soot on the branches. What is this ? And what pesticide should I use to rid this from my large greenery shrub?

I will recommend rosemary oil, garlic oil, neem oil, lavender oil, and many others. Sooty mold is rather annoying.
