Q.What Is This Plant And What Is Wrong With It?
The plants are each about 2 ft in height and width, with multiple woody stems, each with quite a few clusters of leaves near the ends, but there is also some new growth towards the middle of the plants, with clusters of leaves emanating from the sides of branches. Some of the branches of some of the plants have a scaly yellow covering, presumably fungal? (see second image) What is this and what should/could be done?

The plant looks like a variety of dwarf Sutherland hebe.
The yellow stuff looks like yellow lichen or shore lichen, which is harmless and you do not need to remove it.
