What is this plant

Hi. My mother in law has an ornamental grass that has seed pods like columbine. It is quite tall, about 5 feet. Can you tell me what kind of grass this is? Also, is it safe for my dog to eat? He seems to like it and I have seen no I’ll effects. Thanks.
