Q.What Is This On My Cherry Tree?

I have a five year old flowering cherry tree. It has grown every. This year it has flowers more than ever and is producing cherries. The problem is, on the end of every branch there are hundreds of small black bits. Photo attached. It looks like an infestation. I have lopped as many branches as I can but some are too high for me to reach. What can I do? Thanks
