This is what I like to call A Mother Nature's Hiccup. I have seen it happen a few times with my roses. Usually it is the roses that are growing extremely well and blooming like crazy. Some roses seem to like to put out blooms with vegetative centers that do not form the bud but just new growth with leaves.
