Q.What Is This And Is It Better Annual Or Perenial
Can this be grown in a cement planter or around a tree? Thanks.

It is hard to tell from the photo, but it appears to be Moss Phlox or Creeping Phlox. These are both Perennial in our USDA zone 3 through 9. They should be fairly hardy in your area as well.
