What Is This And How To Treat It

This just started appearing on plant. I have tried fungicide and anti insect with no effect. What is this and how do I treat it ?

Unfortunately, your photo didn't come through so I would need more information. Consider taking a sample or photos to a nearby plant nursery for help in identification.
