Q.rusty orange fuzzy fungus on mandevilla

What is the rusty orange fuzzy fungus appearing on about two inches of the end of each stem on a Mandevilla? Is it a fungus or pollen? If it is fungus, how should I treat it? The plant is otherwise very healthy producing lots of shoots and flowers.

Likely you are describing Rust disease.

You can remove the diseased leaves and dispose of. Treat the plant with Neem Oil.
