Q.lice looking bugs

What are the little lice looking bugs at the base of my garden plants? I’ve scratched them off with my fingernail. Also, I find them floating in the water after I have brought some of the blooms in and put them in water. What are they and how do I get rid of them?

I believe you are referring to aphids, which are referred to as "plant lice". The use of neem oil is commonly recommended to combat them.
