What is the best time to plant tulip bulbs?

I have some in a pot with the green stems petruding the soil about two inches.

best time to plant tulip bulbs, in the fall,if later you may not get any flowers, but at least you will get growth for bulbs,for next year

Fall is the best time for planting, though spring planting can be done if necessary but flowering may be put off until the following season.
