What is pale green coating on azalea branches?

Soft covering on branches, like a fungus or moss. I only have a few patches on my Delaware Whites, but my neighbor says this is killing her plants.

These are probably lichens. They are totally harmless; you’re neighbor should try to find out the real cause if her plants aren’t doing well. This article will tell you more about lichens: [1]
