What Is Going On With My Knock Out Rose Bush?

This started a little at the end of the year last year. I pruned the bushes back and they put out beautiful leaves. Within a few weeks it started again.

This Looks a lot like rose slug damage. Most insecticides work well against them. Here is an article that will help:
