Thanks for sending the photo, it really helps to see what is going on. I would spray the rosebushes with an insecticide, either a Bayer product or perhaps some Monterey B.t insecticide that is rated for organic gardening. I would spray all the rosebushes in the area with the spray, as once you spray the one they may move to the others.
