What Is Eating My Leaves?

Something is eating (?) my burning bush leaves and no suspects have been spied. Your thoughts? Thanks.

It is hard to say without catching the creature in the act, but that does resemble black vine weevil damage. In this case, they can be treated a number of ways. My recommendation for them would be beneficial nematodes.
