What is causing yellow leaves on gardenia moving from plant to plant?

I have a bed with about 8 star gardenia bushes that are planted along the edge of a screened in porch to block the crawl space underneath. I give them a dose of Holly Tone each spring.  They have been in this location for about 3 years. Before that they were in the same area and very healthy with no problems with yellowing leaves. But we redid the bed and had a flagstone pathway put in next to the bed. The bushes were removed and replanted in another location temporarily for about 2 months while the work was done and then put back in the bed. The bushes are healthy and bloom profusely each year but ever since they got put back in the bed 1 bush out of the bunch has yellowing leaves that drop off. That bush will then recover (with no special intervention by me) and the situation will move on to another bush (I’m pretty sure the one next to it). Then that one will recover and another one will have the problem. I have read about yellowing leaves on gardenias but am wondering if the migrating problem indicates a different problem than too much water or nutrient issues. Any insight is greatly appreciated!
