Q.What is causing the red spots on my rose leaves?

I planted 3 rose bushes last winter. 2 are fine(from the same source) but the third, Sweet William, planted a few weeks after the first two, is showing these bright orange spots. How can I treat them please?

Those red spots can be a form of chemical burn from chemicals sprayed close by the roses. Or it may be the start of a fungus called rust on the leaves. I would spray the rosebushes with a fungicide.
