Q.What Is Causing The Leaves To Turn Brown On My Prayer Plant
I have recently repotted to a terracotta pot and the soil is moist. I don’t allow to dry out as I have read they don’t like dry soil. I have started to let tap water sit in a container for at least 24 hours before watering. The plant is on a table about 6 feet from an east facing window.

This is common with over watering. The roots may be suffocating. They don't like completely dry soil, but even plants that like moist soils need some time to breathe and absorb nutrients. Only the bottom !/2 of the container should stay moist, but the top should get a decent dry out between watering.
Adjust the watering schedule to fit those parameters and see if new growth returns to normal. If it is still coming out wrinkled and sick looking, then you may want to treat with a fungicide to get rid of what was left behind by the soil being saturated.
I suspect the soil, due to its looks, is too wet. If after correcting the issues you still see problems, then you will want to look to diseases.
