brown covering on my crepe myrtle leaves

What is causing brown covering on my crepe myrtle leaves? When I was looking at my trees the other day, I noticed a layer of brown on the top of the leaves. You can lightly rub it and it comes right off in flakes. Do I need to hose it down?
