Q.What Is Affecting My Desert Rose? It Looks Very Weird.

Hi, this plant was given to me. I recently repotted it. Growth has been very minimal. I’m concerned it’s a disease of some sort. You can see the leaf growth in one of the pics. A friend thinks it is photoplasma virus. Thank you

It definitely has a problem and it could be a phytoplasma disease. I suggest discarding the plant in the trash. Here is more:
