What flowers can you plant to keep Japanese beetles away?

My mother-in-law has been having a real hard time with these Japanese beetles. She loves having blooming flowers but the pesky beetles are destroying her garden. She doesn’t have any rose bushes; she did have wild ones and got rid of them a few years ago. Do you have any suggestions? She lives in south eastern Quebec.
