If it doesn't, you can get some infections, like an open wound would. So, the safest and most effective way to do this is to cut a notch so it can callous without cutting off nutrient and water flow to the cutting. Once it dries and develops a callous layer, then you can start the rooting process with an already prepared cutting. It is skipping a step more safely.

I'm assuming you mean for cutting down trees. This just means to cut out a wedge in the spot you plan to cut. Otherwise, your blade is going to get stuck in the tree.
