I’m not sure if it’s because there’s a fly/bug in it but, when there is, it doesn’t shut its mouth.

It is physically impossible for a pitcher plant to respond in such a way. Can you provide a photo? It is likely that you have come across an unopened pitcher, but I couldn't be sure without a photo.
