Q.What does a desert rose seed pod look like
The pod growth is long green pods. Can I plant seeds from them and when?

Yes you can plant the seeds obtained from the long, green pods. After doing research, I didn't see anything restricting when to start the seeds, except that the fresher the seeds, the better, germination wise. If you have access to a live plant, a cutting would reproduce the same traits; not necessarily so with the seeds.
