Gardening Know How Questions & Answers - https://questions.gardeningknowhow.comI have 2 Tuscany Superb rose bushes that appear in all ways very healthy, with the exception of their flowers. The bushes have many blooms that once the bud opens, the petals are tightish, but otherwise fine, in the sense that they are smallish petals; but all the centers are all dry and dead. They do not exhibit any live centers at all.

It could be thrips at work. They are insects that tunnel into the buds. Another possibility is bud blast from underwatering. Here is more:
