Q.foliage laying over in middle

What causes foliage patches in the middle of the planting to lay over and produce dead looking spots? This area is around a mound built around a waterfall. It is approximately 60 ft in length and about 3 ft across. It is at the base of the mound which should provide good drainage.

I'm not sure of the type of plant your referring too, but generally when the center dies off of a perennial planting or bulb planting it indicates
the plant needs to be divided.
