holes in lantana leaves

What can be putting holes in the leaves on my lantana? It is on all of the leaves and the holes just appeared in the last 2 days. I cannot see anything on the back or front of the leaves, no mold or little bugs. We have had a lot of rain in the last 2 days but I do not know why this is going on all of a sudden. We live in Georgia near Brunswick (zip code is 31545).

Many insects are never seen or identified.
Treat with Neem OIl as this works as both an insecticide and fungicide.
I would use weekly for the remainder of the growing season.
