What are these white things on my leaves?

This evening I discovered white specks on the leaves of my potted red robin bush. They don’t appear to be moving, what are they? And how do I remove them?

These appear to be White Thrips! The photo is a little hard to see, but this is my best guess, and not the beneficial kind either.
