What Are These Spots?

Would like to know what causes these spots, how can I prevent it and is it ok to use?

Not sure how you are going to use the plant but it could be an insect such as

cochineal scale or mealybugs. The photo is not too clear. If the plant is outside it could be insect feeding. Here is more:
