what animal loves bone meal

We used bone meal when planting roses and this morning the rose bush was totally dug up with no dirt remaining on the bush, bare roots. Absolutely ruined the planting area surrounding.

I would say the most likely culprit is a dog - dogs have been known to dig up plants where bone meal was used.
