Weeping Pussy Willow Tree

I have a Weeping Pussy willow tree that is 4 years old. Every year it comes back so full and beautiful, this year being a huge exception. It looks like there are buds on all the branches but only the very top of the tree has bloomed. The branches that are hanging down from the bloomed part all around the tree feel dry and will snap. Does this mean my tree is on its way to dying or can I still save it? Should I prune it right back?
