weeping cherry tree – no flowers

I have a weeping cherry tree, and it is several years old. Leaves appear to be healthy, but the tree has not, in the 2 years I have lived here, had any flowers. The trunk has split which appears to have healed a long time ago. How do I get it to get flowers? see attached.

There are many possible reasons for flowering trees failing to bloom.

The flower buds could have been damaged by the elements (untimely frosts are frequently the culprit).
The trees may not have received sufficient water.
You may have pruned the tree at the wrong time (homeowners sometimes remove branches containing the very buds that would have become flowers the next spring)
There could be a soil deficiency.
Pertaining to the possibility of a soil deficiency (that is, a nutrition problem), when plants fail to flower, a commonly suggested remedy is fertilizing with a fertilizer high in phosphorus. Such a fertilizer will have a high middle number in its NPK value. However, the best route to take is to have a soil test done if you suspect that the ground in which the tree is growing is lacking in nutrients.

Just some follow up comments. Tree has never been pruned to the best of my knowledge. Frost could be a possibility, but no other tree or shrub suffered from frost. A soil deficiency is a possibility, plus in planting the tulips in front of tree I discovered a rock the size of a large watermelon, could that effect its roots? Took rock out and will have soil checked.
