Q.Weeping Cherry Tree Did Not Come Back After Winter, But Has Growth At Base. What To Do?

This tree was planted one year ago. It did not come back this spring, but it has green growth around the very base of it. Should I cut the base growth to get energy into the trunk and branches? Or is it a lost cause. The rest of the tree looks dead.

It likely was a grafted variety, so the new growth is coming from the rootstalk and will not look like your weeping tree. It is a lost cause.
