Q.Weeping Cherry Tree and Quakies

I planted a weeping cherry tree this spring. It has dropped its leaves and some of the branches on the umbrella are dried and break off. However, there are shoots growing out of the trunk. Should I let them grow or trim them off? If I trim them, will this help the main tree come back next spring? Should I wait until fall to trim them? Also, I planted some Quaken Aspens, and they are growing nicely. Some of them have suckers coming up from the ground around the root base. Should I trim them?
