Weeping cherry tree

My new home has a dwarf weeping cherry tree that appears to be just a year or two old…about 6 feet tall. One of the top branches is not weeping. It is about two and a half feet long, and sticks up and out (as if pointing between the numerals one and two on a clock face), and its leaves are a bit different than on the rest of the tree (bigger, less glossy). What does this mean? What can be done about it?
