weeds/tree stumps

I have recently bought a house and was hoping to grow vegetables in an area at the side that gets a bit of sunlight. At the moment there are a lot of weeds and 3 tree stumps. How can I get rid of the weeds for good, will the tree stumps be a problem and what should I do to start with (ps I am new to this)?
