Q.Weeds Clearing
I need help clearing out weeds and figuring out a better design to add color. Thank you in advance!

On the weeds, you can dig them out or use an herbicide. (We don't make product name recommendations.) Since you have grass in there, too, I suggest an herbicide that will kill grass and weeds. Just check the label. And be sure to read and follow all instructions.
The plant with grass growing in it you will need to dig out the grass or there is an herbicide that will kill grass but not the ornamental. However, you need to check the label for your plant, not all are immune. On the others where grass is close to the plant, you can hold a piece of cardboard up to protect the plant while you spray.
To add color, you can add a row of small shrubs and/or annuals to the bed. There are many new hydrangea shrubs that are under 3 feet. These articles should help:
