Weed or flower?

This is growing in a garden. I can’t recall if it has ever bloomed! Landscaper leaves it. Is it a flower (what??!) or a weed?

I am not able to find this as a weed or any other id.

I would suggest taking samples to your County Extension Office. They should be able to id, if it is a weed in your region.
