Weed Indentification

Question

Could someone please identify the attached lawn weeds. Ever since I had sewage work done in my front lawn about 10 years age, I cannot grow grass in this area. I need to know how to treat or manage these weeds. I live in NJ.

It looks like annua poa, or annual blue grass. It's very hard to control because it puts out so many seeds. These articles should help:
