This is a case that you may need to lift the Hens and Chicks from the planting area to clear it from the weeds.
This is most likely the safest way to preserve the succulents, since the weeds in general have much larger and deeper root systems.
You can relocate them to pots temporarily and then replant when you have cleared their garden area.
