Q.We Have Had An Odd Fungus Or Other Growth On The Rose Bushes In The Front Of Our House
No such growths in the garden full of different color rose bushes in the back of the house. The appearance is like none of those on any of the searchable sites about rose diseases or fungi. Please identify and tell me what is needed to get rid of this spreading growth.

It looks like that is a form or Moss or Lichen rather than a fungus. Here is a link to an article that should help you. From the photos you provided, thank you for those, I think what you have is more the Lichen type. You can use a product containing potassium salt if you want to get rid of it but it poses no harm to the tree.
