We are in Oregon (zone 8). Can we plant bare root roses at this time of the year? What can I do to be more successful?

I plan on planting the rose in a raised bed. Will that work?

Rose bushes should be planted when the soil is cool and moist. In regions within USDA hardiness zone 8, January is the best time to plant bare-root rose plants.
