Watering

I just planted a garden, and I want to know this please. I put my plants in and added some Miracle Gro on the plants plus mulch around it. I need to find out if, when I water, the water will go down to the roots with some extra dirt, and mulch on and around it?

Typically, the garden needs about an inch or two of water each week. It is a good idead to water deeply (for about 20 min. or so) every other day or two, depending on the weather.
