water retention in rocky fill

How to hold water in yard that is very rocky (done for leveling). After 5 min of watering, water comes out my french drain and does not stay long enough for adequate root absorption. Common problem in East Bay Hills with our summer drough conditions. I love your site and recommend it to my clients.
