When she felt better I let her outside again and I noticed her eating the Snowball Verbernum white little flowers that had fallen from bush. Have you heard of the flowers being toxic to dogs?

Well, it isn't generally listed as a toxin to dogs, but there are exceptions. Some cultivars produce salicin which concert into aspirin when it comes into contact with stomach acid.
This, in large amounts, may cause a bit of upset. As far as being dangerous- it isn't, really.
