Cannot get verbena seeds to germinate. Have tried for several years but will only get one or two out of 25 seeds.

Verbena has a very hard seed coat that must be softened beforehand in order for germination to occur. I would recommend soaking the seeds in water prior to planting them. This article will help with that: https://www.gardeningknowhow.com/garden-how-to/seeds/soaking-seeds.htm
