Almost all, with the exception of brassicas, or lettuce like plants. They will not need soaking, and they require light directly on the seed to germinate.
I, actually, recommend placing the seeds in a slightly moist paper towel, and in a ziploc bag. Place this in a dark drawer and check once or twice per day, until you see roots. Then you can plant. This will make germination much faster.
