what is the ratio of cotton seed meal to soil- to use in potting soil.

You will want to mix the cottonseed at 5 percent of your total soil amount. Lets say, for example, you are using 20 gallons of soil. You will add 1 gallon of cottonseed meal. Measure the pH, though. It can be little on the acidic side. This is a general amount for potting soil. Each plant might have just a little bit of a different amount needed. I'd check the nutrient levels before you add.
