Have been reading article on using Vermiculite and Perlite to recondition my soil, to add needed elements to enrich my soil. My question is, how and when to apply it. Can I just use it in the rows as I plant, or should I spread it over the garden and till it in?

Either method would work, but tilling would get it integrated faster and you would be less likely to lose some of the added material to wind and rain.
